This position falls under the Operations & Policy Analyst 4 classification.

What you will do!

The Information Exchange Coordinator provides direction and expertise on all aspects of information exchange and third-party system access to support privacy and security compliance, and confidentiality within both agencies, serving as the agencies' subject matter expert in these areas. This position works as part of the Information Security & Privacy Office. 

The responsibilities of the Information Exchange Coordinator include but is not limited to the following:

  • Support in accordance with HB 4002 activities that require Information Exchange Third Party Access support.  HB 4002 addresses the behavioral health and addiction crisis and outlines how the state will support health inequities by 2030. This includes this role in interacting with agencies and organizations needing access to data that require access to our network or other data sharing needs. HB4002 also supports other bills in legislation that will indirectly impact this role in supporting Oregonians as OHA at the community level creates a behavioral health clinic (CCBHC) program including future expansion of behavioral health services in all areas of the state. 
  • Collaborate and support communications with Department of Justice (DOJ), Oregon Contracts and Procurement (OC&P), Department of Administrative Services (DAS) and community partners to support oversight responsibilities of the agencies’ Oregon Administrative Rules (OARs), Oregon Revised Statutes (ORS), federal and state requirements related to data privacy and security protections rules of Oregonians data.

The Information Exchange Coordinator works with all levels of management in the agencies, other state agencies, federal and national entities and serves as key point of contact of the Information Exchange Program.

SPECIAL QUALIFICATIONS:  

Must have contracting experience for third party/vendor access

MINIMUM REQUIREMENTS:

(a) A Bachelor's Degree in Business or Public Administration, Healthcare Management, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical, and planning work.

OR

(b) Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes

  • This position requires individual to have a certification/license in either contract management, risk, security, or privacy (e.g. CISA, CIPM, CIPT, CRISC or other equivalent certification) within 12 months of service. 
  • All positions in OHA require a Criminal Background Check and an Abuse/Neglect Check. Fingerprints may be required.
  • This includes compliance requirements under the Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Security Policy, all applicable Oregon Health Authority (OHA) employees who use or have physical and logical access to Criminal Justice Information (CJI) must pass new background checks and training.  Employees with access to CJIS data or systems will need to pass an initial fingerprint based CJIS clearance.

Working Conditions:

  • This position works primarily in a standard office environment with daily use of computers and meeting attendance. There is frequent exposure to highly visible regulatory deadlines, and realigned priorities. There are times this position deals with challenging customers and situations. There may be occasional situations or projects where overtime is required.  Requires maintenance of tight deadlines and close coordination of a large number of tasks with the agencies’, business offices, federal offices, other state agencies, in the assessment, development and implementation of information, policies and processes. 
  • Employee may be required to use a state vehicle for conducting business so therefor must have a valid driver’s license and a good driving record or be able to provide an acceptable alternate method of transportation. 
  • This position involves frequent contact with executives, management, and staff both internal and external to the organization.  It requires working with a variety of people and situations, which requires the incumbent to exercise diplomacy.  Confidentiality of information must be maintained at all times.  Often travel to meetings is required with some travel to trainings when remote contact is not possible, reasonable, or practical.  There can be frequent interruptions, demanding timeframes, and non-traditional working hours.  The location of this position is in an office, cubicle and/or an agreed upon remote work environment with significant use of a computer and video conferencing.
