Introduction


The State of Connecticut, Department of Aging and Disability Services (ADS) is seeking a qualified individual to join our team as an Education Bureau Chief. This position, within the Department of Aging and Disability Services, Bureau of Rehabilitation Services (BRS), will report directly to the Vocational Rehabilitation Director and serve as a member of the Bureau's Senior Leadership Team. POSITION HIGHLIGHTS:

  • Work Schedule: Monday - Friday
  • Work Hours: Full-time, 40 hours per week
  • Work Shift: First shift, 8:00 a.m. to 4:30 p.m. (Work schedule may be negotiated with Hiring Manager)
  • Location: 55 Farmington Ave, Hartford, CT

This is a hybrid position with both an in-office and telework schedule, in accordance with State policies. This schedule may be negotiated in more detail with the Hiring Manager.

WHAT YOU'LL BE DOING:

  • Assisting the State Vocational Rehabilitation Director with overall administration of the Vocational Rehabilitation program.
  • Developing, implementing, and evaluating strategies for collaboration with CT Workforce System partners, business and employer services, performance and compliance monitoring, and Management Information System conversion.
  • Direct supervisory responsibility of several deeply experienced Vocational Rehabilitation program subject matter expert staff, including indirect oversight of the Bureau’s Workforce Opportunities Team which focuses on access to career pathway training and employer engagement.

BRS helps thousands of Connecticut residents with disabilities and each year.  Our program and staff work to promote individualized services, develop effective partnerships both inside and out of the CT workforce system, and share sufficient information so that consumers and their families may make informed choices about the rehabilitation process and employment options.   BRS strives to implement efficient internal processes and systems that are responsive to the needs of external customers and that create the conditions for the effectiveness of our internal staff.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In the Departments of Aging and Disability Services and Education this class is accountable for directing the operation of an education services bureau.

EXAMPLES OF DUTIES


  • Directs Education programs and staff activities and manages all related functions; 
  • Develops comprehensive long and short-term goals and objectives which support educational initiatives and agency mission;
  • Participates and makes recommendations in review and formulation of agency policy, program priorities, funding, legislation and regulation;
  • Develops or assists in the development of educational programs in area of specialty;
  • Provides consultant services for these programs and services;
  • Interprets and administers pertinent laws within assigned bureau;
  • Controls fiscal operations within bureau by determining priority of expenditures of financial and related resources;
  • Evaluates and assesses staff performance;
  • Responds to inquiries from the public, Governor’s office, and federal, state and local educators concerning education initiatives and programs;
  • Maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY


  • Considerable knowledge of
    • and ability to interpret and apply relevant state and federal laws, statutes and regulations;
    • philosophy and methods of education with emphasis on educational administration and management;
    • objectives and purposes of educational programs within area of specialty;
    • principles of professional management;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


An earned advanced degree and ten (10) years of experience in the field of education or in a related area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE


Three (3) years of the General Experience must have been at the full advanced working level in the oversight of the development or administration of an educational bureau, system, operation, school or service.

NOTE: For state employees, this experience is interpreted at the level of an Education Consultant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.
  • An advanced degree and three (3) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS


  • Experience in the implementation of the Workforce Innovation of Opportunity Act
  • Experience with Workforce Innovation and Opportunity Act, Title IV Vocational Rehabilitation programs
  • Experience with the Workforce Innovation and Opportunity Act partner programs
  • Experience in business development and employment services
  • Experience in program evaluation and quality assurance
  • Experience in Management Information System development and implementation
  • Experience in the labor management process

SPECIAL REQUIREMENTS


Incumbents in this class may be required to possess an appropriate certificate issued by the State Board of Education.
