Skills and Qualifications:
- Licensed Clinical Social Worker (LCSW), LCSW-R preferred, or Licensed Psychologist
- Minimum five years of experience providing therapeutic services within the scope of practice

Department: 29-I Health Facility
Title of Immediate Supervisor: Chief Operating Officer – Child Welfare
POSITION SUMMARY: The Clinical Director provides clinical oversight of the 29-I Health Facility, including supervision of therapists. The Clinical Director will provide trauma-informed supervision that is sensitive to the cultural needs of the population served. The Clinical Director will provide individual and group supervision. The Clinical Director may provide case coverage during staff absences and shortages. The position requires travel across New Directions sites

RESPONSIBILITIES/DUTIES:
Department Management:
Implementation of Article 29-I Health Facility in collaboration with Residential, Agency Operated Boarding Homes, and Foster Care teams
Ensure adherence to 29-I Health Facility and Child and Family Treatment Services and Supports (CFTSS) regulations
Ensure adherence to and accountability for all New Directions Policies and Procedures including the maintenance of internal client records, HIPAA law regarding confidentiality and the release of any client-related information, COA Standards, OCFS and DOH regulations. Support team members with implementation of policy changes
Ensure team members document and communicate critical incidents to all relevant parties, including the NYS Justice Center, OCFS, and DOH, as appropriate
Trauma-Informed Supervision:
Meet regularly with employees in a private face to face setting, on a schedule determined by the employee’s position, caseload, and licensing requirements.
Facilitate group supervision and consultation
Review documentation to ensure quality of services. Ensure documentation is completed in a timely, thorough and individualized manner, including medical necessity, comprehensive assessments, and treatment plans
Complete staff performance evaluations. Provide ongoing feedback and support regarding staff's strengths and needs, developing ongoing plans to address need areas.
Provide regular 1:1 supervision with supervisees, based on New Directions policies and procedures, to ensure that staff utilize strength-based language and approaches with families, and engage with systems and other service providers to ensure a collaborative approach
Ensure New Directions policies and procedures are adhered to regarding staff resignations/terminations and hires; Working in collaboration with the Human Resources department in recruiting, interviewing, hiring and orienting/training new staff, student interns and/or program volunteers
Apprise COO of any significant issues regarding staff.
Monitor CONNECTIONS and Netsmart according to all record requirements and outcomes for cases assigned to agency. Review case files for accuracy and completion of all required documentation.
Provide therapists with ongoing "open-door" supervision, as needed to process crisis situations, as well as for day-to-day troubleshooting
Liaison with psychiatrist
Provide for caseload coverage during absences and vacancies
Clinical and Quality Improvement
Ensure fidelity to the use of evidence-based practices
Develop and review outcome measures and coach supervisees around improvement strategies
Collaboration:
Represent agency in community or inter-agency activities
Develop strong relationships with OCFS and DOH and remain abreast of system developments
Collaborate with multi-disciplinary teams to ensure consistent implementation of treatment plans, positive communication, and problem resolution
Develop and maintain relationships with Managed Care Organizations for coordination of care purposes.
Agency Standards/Norms:
Participate in regular supervision (per New Directions policy and procedure)
Attend all mandatory in-service trainings as per NDYFS policy, OCFS, and DOH requirements
Maintain a flexible schedule based around youth and staff needs, including evenings
Adhere to agency and department policies and procedures
Utilize normative culture
Perform all other duties as assigned by immediate supervisor
Minimum Education and/or Professional Qualifications/Skills
Licensed Clinical Social Worker (LCSW), LCSW-R preferred, or Licensed Psychologist
- Minimum five years of experience providing therapeutic services within the scope of practice
- Supervisory experience preferred
- Knowledge of child welfare and Medicaid
